What is a camera layout?

Hi there,

I would like to know if someone can explain what a camera layout is and how it differs from not doing the 'camera layout'. The reason is I was corrected a layout assignment in which I inserted a character with a camera in her hands. Said camera was too far to be distinctly recognised, and I was told to redesign the picture by creating a 'camera layout', so that the elements were supposedly closer to the screen. I don't know if this makes sense to me... Is it simply zooming in a portion of the layout?
