how do I pitch a cartoon as a writer?

I really want to haave my own cartoon despite not having any animation or drawing skils since I'm a writer. I have a notebook full with character descriptions for my cartoon if I ever get it but I don't know if thast's enough or where and how to pitch it.

I'll be honest my dream is having my cartoon be on disney XD just like the amazing gravity falls and star vs the forces of evil but I don't mind where it is as long as people enjoy it.

What should I do and where should I go?
