I'm looking for a Flash Animator that I could work with constantly to create Short non complex animations featuring my comic book characters. Basically I'd need you to take a character that looks like this:

See, nothing too complex for probably about 30sec to 2min worth of animation. I'd like to stay as under $100 or max at $200 for the entire thing since this has to come out probably almost every month.

You're going to have a tough time finding an artist to do character design and to animate 30 seconds to 2 minutes of animation for $100 - $200 dollars. This is almost working for free.
Don't get me wrong, I think it's great that you are offering up some payment. I just want to let you know what you're up against.

What would be a reasonable price for 30 second or even 2min in your opinion?
You'd probably want to offer someone fairly new to the animation business about $200-$250 per 30 seconds of animation.

Rates for work are typically based upon the value of what is provided to you, not upon what you are willing to pay.
In any event, my advice would be to submit this for posting in the Animation Co-op's online project database, and see if you get any low-cost bites there.
$100-200 is probably not going to elicit anyone's interest unless there is some other form of compensation included.
