Check with the multimedia teacher at your school-- I heard of something a few years ago out of Southern California, but it has since eluded me.
A school I taught at a few years back in Northern California had a student film festival that included some animation. We started it up within the district and got judges and prizes and had a great time with it. Mebbe you ought to get one going through your school? Could be a good thing!

check at the student level, i used to enter my animations in the "michigan youth arts festival". Check for art festivals at the student level, they usually have a high school level, and then different catagories. Painting, film, animation... you can always enter animation in a movie competition.
Don't do nothing because you can't do everything.
I believe the Kalamazoo animation Festival International has a category for students below college level as well as some workshops. http://kafi.kvcc.edu
But the next festival won't be until 2007.... I don't know of other competitions, but if you want to go to camps or workshops, just do a little reasearch. I know University of the Arts in Pennsylvania has a camp for high school students as does DigiPen.
