I´m about to make a short spot for TV in animation. I think that flash I will use for that.
I was thinking that now I should produce for 16:9 and 4:3 but I don´t know exactly how to do it.
Someone also told me that 16:9 doesn´t need safe areas as 4:3 etc. is that true?

I haven't done any 16:9 for TV, but I'd imagine you'd still need safe area. Or are 16:9 TVs safe from overscan?
On a standard TV, you will still need title safe for the sides at the very least, and it's a good idea for the top and bottom but not as critical.
HDTVs vary, so it's a good idea to always use title safe if there's any doubt.
