Hi,
I'm in the process of animating a project and would like to create the illusion that something is being drawn on the screen live--for instance, like someone writing something on a blackboard, or a star being "drawn" above someone's head (we don't see the hands onscreen drawing this, just the star being "drawn.") I primarily use Flash and After Effects. Can this be done in either of those or is there another piece of software that does this?

You could use an animated mask in AE, and you might be able to pull it off with something similar in Flash.

a super basic way to do it in Flash is to draw the final image/word in the frame where it will be in it's complete form (per your example, a star), then copy and paste that frame back by however many frames (depending on if you're animating on ones or twos), erase a little bit, copy and paste that frame back one or two, erase a little more, and so on. It may be a little more time consuming than figuring out the use of a mask, but you can very easily make sure it appears the way you want it to.
