I hope that i can help you here. I have set up a blog that aims to help people in just the position you are in. Having work in the industry for ten years there are sevreal things you can do to make this process as effecient and cost efficeint as possiple. I recommend you read my posts:

In the last link, the film you have reference should fall into the 2D infographic space.
As with all creative projects, it's difficult to say a price, as it initally depends on:
- Approach - 2D, 3D, live action or a mixture. We know you're is 2D Infrographic based
- Durations. (90 seconds)
- Who writes the script
- Where will it be shown - assuming its just online. You're production house should offer Indefinite worldwide online and event rights ( So just not TV)
If you went to a production house, where there is obviously a project manager, and you were to supply items form my first link above, you should be looking between 4-8k including Vo artist ( & rights) and music ( including rights) and sound design and mix.
If you we;re to find freelancers yourself and organise the project yourself you can be looking at cheaper than the above estimate.
